1979 onwards, this practices of issuing LOC is in India vide Ministry of Home
Affairs’ Circular No. 15022/13/78-F.1 dated 5th September, 1979.

look out circular also restricts travel of foreigners and not just Indians.
16. LOC
means to catch or trace the wanted criminal and hand over to the right
authority.
17. Normally
LOC is issued for one year and every year it needs to be renewed by
Investigative Agency and the Nodal Agency keeps informing the IO that a LOC is
expiring and needing renew.
